When are you entitled to unemployment benefit?

Almost all of us have been registered at the Labour Office (úřad práce) at least once. Unemployment benefit (podpora v nezaměstnanosti) can help us get through this unpleasant period when we find ourselves without income from employment. Who is entitled to unemployment benefit? How long can we receive it and how much is it? When am I entitled to unemployment benefit, and what should I do with this information?

Unemployment benefit is a social benefit that bridges the period during which a jobseeker looks for new employment (in cooperation with the Labour Office of the Czech Republic). This benefit helps everyone who finds themselves without income. Unemployment benefit acts as a safety net only for as long as strictly necessary. The longer we stay registered, the lower the amount of this benefit becomes. We register by submitting an Application for Job Placement Assistance (Žádost o zprostředkování zaměstnání).

Application for Unemployment Benefit

When we arrive at the Labour Office (Úřad práce, ÚP), we have to fill in the Application for Job Placement Assistance and the Application for Unemployment Benefit. We can find the forms directly at the Labour Office branch, print them from the internet, or fill them in online.

Other documents

In addition to the documents mentioned above, we will also need:

  • an identity card,
  • proof of termination of employment,
  • a certificate of employment (zápočtový list),
  • confirmation of the average monthly earnings from the previous employment,
  • for self-employed persons (OSVČ), confirmation of the duration of participation in social insurance and of the assessment base for social security contributions.

Entitlement to Unemployment Benefit

We are entitled to unemployment benefit only if we meet the following conditions:

  • we register at the Labour Office (at the place of our permanent residence) within 3 working days of ending employment or self-employment,
  • we must have permanent residence in the territory of the Czech Republic,
  • we must have paid pension insurance for at least 12 months during the last 24 months. This means we were employed, or self-employed (OSVČ), or we paid pension insurance voluntarily ourselves.

Substitute periods of employment also count towards previous employment. This means that the following people are also entitled to unemployment benefit:

  • received a full third-degree disability pension,
  • cared for a child up to 4 years of age,
  • were temporarily unable to work (on sick leave),
  • helped prepare people with health insurance for work,
  • personally cared for a person who is dependent on the assistance of another individual and who lives in the same household as the jobseeker,
  • performed long-term voluntary work,
  • and other cases.

For these people, the amount of unemployment benefit is calculated from the average wage in the previous year.

If we meet the conditions and become entitled to unemployment benefit, the benefit will be granted from the day after our employment or self-employment ends. So we will not have to wait for the money, as its payment follows directly on from the ended employment (or self-employment).

For the period we are registered with the Labour Office, the state pays our health insurance. However, we must meet the condition of registering within 3 days of ending the employment relationship (or self-employment). If we register late, we have to pay the health insurance ourselves for every day we are not registered as a jobseeker.

The amount of unemployment benefit depends on our previous average monthly earnings.

Who Is Not Entitled to Unemployment Benefit?

The following people are not entitled to unemployment benefit:

  • receiving a state old-age pension (starobní důchod),
  • receiving sickness insurance benefits (maternity leave, care allowance, sick pay),
  • whose service allowance (výsluhový příspěvek) is higher than the unemployment benefit,
  • in custody or serving a prison sentence,
  • whose employment was ended in the last 6 months due to a serious breach of work duties,
  • who are receiving a retraining allowance.

How Much Is the Benefit?

The amount of unemployment benefit depends on our previous average monthly earnings and on how long we receive it. The state pays the benefit only for a certain period. Paying it out long-term would not sufficiently motivate jobseekers to look for new employment.

Length of support periodUnemployment benefit
Up to 2 months65% of average monthly earnings
2 to 4 months50% of average monthly earnings
Remaining months45% of average monthly earnings
This table helps us find out how much our unemployment benefit will be.

The remaining period, during which we receive 45% of our average monthly earnings, depends on our age.

People who ended their previous employment relationship on their own decision, or by mutual agreement with the employer, will receive 45% for the whole period.

During retraining, unemployment benefit is 60% of the average monthly earnings from the previous employment and is paid for the whole duration of the retraining.

For self-employed persons (OSVČ), net earnings are calculated from the last assessment base converted to one calendar month.

How Long Can I Receive the Benefit?

The period for which the benefit is paid, according to the applicant’s age:

Age of the jobseekerBenefit payment period
Up to 50 years5 months
50 to 55 years8 months
55 years and older11 months

People over 50 are entitled to a longer period of benefit payment. This is meant to ensure their financial protection. People of this age can be less attractive to many employers, which is why they are often registered for a long time.

Maximum Amount of Unemployment Benefit

Unemployment Benefit and Extra Income

Applicants registered with the Labour Office who are not receiving unemployment benefit can earn extra income. However, their income must not be higher than half of the minimum wage. Various ways of earning extra money online or one-off casual jobs are popular today. You can also read how to earn money online.

Entitlement to Benefit and Undocumented Income

If we have met the condition of participation in pension insurance, but we are unable to document our previous income (for example, due to the employer’s bankruptcy), the amount of the benefit will be based on the average wage. However, the inability to document the income must not be our own fault. With a better-paid profession, you will logically get a better unemployment benefit. The benefit will look as follows:

LengthAmount of benefit
Up to 2 months15% of the average wage
2 to 4 months12% of the average wage
Remaining months11% of the average wage

Entitlement to Benefit for Students

Students who worked during combined or distance (not full-time) study are entitled to unemployment benefit. The condition is that they paid social security contributions. However, if it is a person continuously studying up to the age of 26, they are not entitled to the benefit. This is because they are considered a dependent child.
