Czech early retirement pension, when you qualify and how much lower it will be

An early retirement pension (předčasný starobní důchod) is a state old-age pension that the Czech Social Security Administration (Česká správa sociálního zabezpečení, ČSSZ) grants before you reach retirement age. Under Section 31 of Act No. 155/1995 Coll., you are entitled to it if you have at least 40 years of insurance and you are no more than 3 years short of retirement age. For every 90 days of early retirement, including any started 90-day period, the percentage amount (procentní výměra) is permanently reduced by 1.5% of the calculation base (výpočtový základ), and with 45 years of insurance by 0.75%.

In a model calculation with the parameters for 2026 and earnings close to the national average, retiring 3 years early results in a pension 24% lower with 42 years of insurance and 11.5% lower with 45 years. On top of that, the percentage amount is not indexed (valorizace) until you reach retirement age. The rules in this article apply as of 2 October 2026.

You are entitled to an early pension with 40 years of insurance, at the earliest 3 years before retirement age

You are entitled to an early pension if you meet two conditions at the same time. You have at least 40 years of insurance (doba pojištění), and from the day from which the ČSSZ grants you the pension, you are no more than 3 years short of retirement age. There is no single age for everyone, the threshold depends on your retirement age, which is set by your year of birth.

The 40 years include employment, self-employment with paid contributions and substitute periods (náhradní doby). Caring for a child under 4 or for a dependent person counts in full. Studies, registration with the Labour Office (úřad práce) or sickness benefit after employment has ended count only at 80%, so 100 days of study become 80 days, under Section 29(5) of the Act and according to the ČSSZ Future Pensioner’s Handbook (Příručka budoucího důchodce).

The pension is granted no earlier than from the day you apply, never retroactively. The award is irreversible, the reduction is permanent, and the early pension does not turn into a regular one even after you reach retirement age, because being granted an early pension rules out entitlement to a regular pension (Section 31(3)). Once you reach retirement age, however, the limit on extra earnings no longer applies to you, and from January of the following year the percentage amount is indexed again.

When you can take early retirement according to your year of birth

You can take early retirement no earlier than exactly 3 years before your retirement age, provided you already have 40 years of insurance. Retirement age is set by Annex 1 to the Pension Insurance Act (zákon o důchodovém pojištění) according to the year of birth, and for women born up to 1972 also according to the number of children they raised. A man born in 1965 can therefore retire at 62 at the earliest, a man born in 1964 at 61 years and 10 months.

Women with three or more children have a lower retirement age, the exact values are in Annex 1 to the Act or in the ČSSZ Informative Pension Application (Informativní důchodová aplikace). For people born from 1974 to 1988, one month is added to 65 years and 8 months for each year of birth after 1973, and for those born in 1989 or later the retirement age is 67.

According to Labour Minister Aleš Juchelka, the 65-year cap promised by the government will only come in a second wave of changes, together with an adjustment for demanding professions (ČTK, 9 March 2026). Until then, the table above applies.

How much the early pension is reduced for every 90 days

The early pension is reduced for every 90 calendar days, including any started 90-day period, between the day it is granted and the day you reach retirement age. Normally by 1.5% of the calculation base for each period, with 45 years of insurance by 0.75% (Section 36 of the Act). Only the percentage amount is reduced, the basic amount (základní výměra) of 4,900 CZK (about 220 USD) stays in full.

The calculation base is your average earnings converted through the reduction thresholds (redukční hranice). With 42 years of insurance, the percentage amount is 62.79% of the calculation base, so a reduction of 19.5% when retiring 3 years early cuts almost a third off it.

Retiring earlier byDays (approximately)Started 90-day periodsReduction of 1.5% per periodReduction of 0.75% per period (45 years)
1 year36557.5% of the calculation base3.75%
2 years730913.5%6.75%
3 years1,0951319.5%9.75%

The exact number of days matters. A leap year adds a day, which does not change the number of periods for whole years, but every day beyond a multiple of 90 does. Retiring 361 days early costs the same as retiring 450 days early.

How much early retirement costs per month in a model calculation

An early pension granted in 2026, 3 years early, comes to 16,774 CZK (about 770 USD) a month in the model calculation instead of 22,123 CZK (about 1,000 USD), which is 5,349 CZK (about 250 USD) or 24% less with 42 years of insurance. With 45 years and the halved reduction, the loss is 2,675 CZK (about 120 USD), or 11.5%. The model assumes a personal assessment base (osobní vyměřovací základ) of 45,000 CZK (about 2,100 USD), the average wage for 2026 is 48,967 CZK (about 2,200 USD).

Retirement42 years of insurance, 1.5% reduction45 years of insurance, 0.75% reduction
At retirement age22,123 CZK (about 1,000 USD)23,353 CZK (about 1,100 USD)

2 years early18,420 CZK (about 850 USD)21,501 CZK (about 990 USD)
3 years early16,774 CZK (about 770 USD)20,678 CZK (about 950 USD)

The calculation follows the example in the ČSSZ handbook. The calculation base of 27,429 CZK (about 1,300 USD) is made up of 99% of the amount up to 21,546 CZK (about 990 USD) and 26% of the rest, and the percentage amount before the reduction is 17,223 CZK (about 790 USD) (42 × 1.495%) and 18,453 CZK (about 850 USD) (45 × 1.495%). The table keeps the number of years the same. If you worked until retirement age instead of leaving early, you would gain 3 more years of insurance, and the difference compared with a regular pension with 45 years is 6,579 CZK (about 300 USD) a month.

The halved reduction only applies to 45 years of selected insurance periods

You get the halved reduction of the early pension, that is 0.75% instead of 1.5% of the calculation base for every 90 days, with 45 years of insurance. However, not everything that counts towards the standard 40 years counts towards these 45 years. It only applies to early pensions granted from 1 January 2026, pensions granted earlier are not recalculated (ČSSZ, pension reform).

Towards the 45 years, the ČSSZ counts gainful activity and substitute periods involving physical activity. These are employment, self-employment with paid contributions, voluntary pension insurance, caring for a child under 4, caring for a dependent person and basic military service. It does not count registration with the Labour Office, a third-degree disability pension, sickness benefit after employment has ended or any studies.

If you worked for 42 years and spent 4 years at university, you only have 42 years for the halved reduction. When retiring 3 years early with a calculation base of 27,429 CZK (about 1,300 USD), this means 2,674 CZK (about 120 USD) a month, over 32,000 CZK (about 1,500 USD) a year.

After how many years early retirement breaks even financially

If, with the same 42 years of insurance, you take early retirement 3 years early instead of waiting for a regular pension without work, the model calculation breaks even roughly 9.4 years after you reach retirement age, and with 45 years only after 23 years. Until then you receive more in pensions in total, after that less. This is the arithmetic of the model, not tailored advice.

Over 36 months of early pension at 16,774 CZK (about 770 USD), you receive 603,864 CZK (about 28,000 USD). Every month after that you get 5,349 CZK (about 250 USD) less, and the head start is used up after 113 months. For a man born in 1965 with a retirement age of 65, that comes to an age of about 74 and a half.

The model does not account for periods you might gain in the meantime, such as registration with the Labour Office, or for indexation. The unindexed percentage amount widens the gap between the pensions even further, so the break-even point comes sooner.

The percentage amount of an early pension is not indexed until retirement age

For early pensions granted from 1 October 2023, the percentage amount is not increased during indexation until you reach retirement age. It is first increased in January of the year following the year in which you reach retirement age (Sections 67 and 67a of the Act as amended by Act No. 270/2023 Coll.). The basic amount is increased for everyone, in January 2026 by 240 CZK (about 11 USD) to 4,900 CZK (about 220 USD).

In January 2026, the percentage amount of other pensions rose by 2.6%, but not for early pensioners whose pension was granted after 30 September 2023 and who have not yet reached retirement age (ČSSZ, overview of data for 2026). The law does not provide for the missed increases to be paid later.

If you retire 3 years before retirement age, you miss three January indexations of the percentage amount, and one if you retire a year early. If each were 2.6% as in January 2026, the percentage amount of 11,874 CZK (about 540 USD) from the model calculation (42 years, retiring 3 years early) would fall behind by 8%, or about 950 CZK (about 44 USD) a month. How inflation eats into a fixed amount is shown in specific examples of money losing value.

How much you can earn on the side while on an early pension

While on an early pension, until retirement age you may only earn extra money in a way that does not make you a participant in pension insurance. For 2026, according to the ČSSZ handbook, this means an agreement to perform work (dohoda o provedení práce) with income of up to 12,000 CZK (about 550 USD) a month with one employer, small-scale employment (zaměstnání malého rozsahu) up to 4,499 CZK (about 210 USD), or self-employment with a profit after expenses of up to 9,794 CZK (about 450 USD) for each month of activity.

With a higher income or a standard employment contract, the payments stop until the work ends or until retirement age (Section 37(2)). The differences between agreements and an employment contract are covered in the overview of types of employment relationships, for self-employment it is the profit that is watched, not the turnover, see how to become self-employed (OSVČ).

Unemployment benefit or retraining support is a separate reason, while you receive it the early pension is not paid even if you do not work. When you become entitled to the benefit is discussed in the article When am I entitled to unemployment benefit, and the amount is shown in examples of calculating unemployment benefit.

Going back to work also has an advantage. When the work ends, you can apply for a recalculation, and the ČSSZ adds the time worked to your insurance period and shortens the period for which your pension was reduced by the same amount of time (Section 36(3)).

How the early retirement rules have changed

Since 2023, the early retirement rules have been tightened three times and relaxed once. What counts is the day the pension is granted, not the day you apply. If your early pension was granted before 1 October 2023, you have the original reduction and full indexation.

In 2023, just before the tightening, people filed 104,059 applications, in 2025 only 9,230. From January to May 2026, 7,862 came in, twice as many as in the same period last year, and the ČSSZ links this partly to the halved reduction (ČSSZ, 30 June 2026). At the end of 2025, 765,381 people were receiving an early pension, 32.6% of all old-age pensioners (ČSSZ data for ČT24).

A government amendment that the Chamber of Deputies has been debating since September 2026 is set to give more to pensioners aged 80 and over and to working pensioners. It does not change the conditions for early retirement (ČTK, 11 September 2026).

An early pension is not a pre-retirement pension

An early pension is paid by the state from pension insurance and is reduced permanently. A pre-retirement pension (předdůchod) is a payout from your supplementary pension savings (doplňkové penzijní spoření) or pension insurance (penzijní připojištění), which you can draw up to 5 years before retirement age. A pre-retirement pension does not reduce your state pension.

According to the ČSSZ, the time you draw a pre-retirement pension is an excluded period (vyloučená doba). It does not count towards your insurance period, but it does not lower the personal assessment base from which your pension is calculated. The pre-retirement pension is paid by the pension company, not the ČSSZ. How to put money aside for the years before retirement is covered in the article Personal financial reserve, how much to save.

How to choose the award date and apply for an early pension

You can apply for an early pension at any district social security office (okresní správa sociálního zabezpečení) or online through the ČSSZ ePortal, no more than 4 months before your chosen award date. You choose the award date yourself, and it pays to set it at the boundary of a 90-day period. The process has five steps.

  1. In the Informative Pension Application (IDA) on the ČSSZ ePortal, you can find your retirement age, your recorded periods and, from 5 years before retirement age, also an informative calculation of the early pension for a chosen date.
  2. Check your 40 years of insurance and how many of them count towards the 45 years for the halved reduction. Provide evidence of missing periods in advance.
  3. Move the date so that the number of days until retirement age does not exceed a multiple of 90. In the ČSSZ example, retiring 548 days early leads to a reduction of 10.5%, while retiring 8 days later leads to 9% and a pension of 24,052 CZK (about 1,100 USD) instead of 23,486 CZK (about 1,100 USD).
  4. You can secure the date with the form Claim for a Pension Insurance Benefit (Uplatnění nároku na dávku důchodového pojištění), provided you complete the application within 90 days of the form being delivered.
  5. During the proceedings you can still change the award date. Once it has been granted, an early pension cannot be reversed.

The years until a regular pension can also be bridged with work, unemployment benefit, a pre-retirement pension or savings. Which route works out better depends on the periods and earnings the ČSSZ has on record for you.
